Caracterización del microtráfico de drogas en la Región Metropolitana

Despite the fact that micro-trafficking is positioned as a relevant factor in the socio-criminal configuration of the country, there are few investigations aimed at understanding the dynamics of this illicit market. This article aims to analyze how micro-drug trafficking unfolds in the Metropolitan Region of Santiago de Chile, based on the characterization of its actors, affected spaces and operating mechanisms. For this, a mixed methodology is used, analyzing quantitative data from arrests and micro-trafficking points and interviews with actors considered key in the investigation and prosecution of the crime. Regarding the results, it is verified that the phenomenon is carried out mainly by males, that it is present in the region as a whole and that it is exercised collectively by groups constituted, essentially, by family ties.

Implicancias de la violencia para la gobernanza carcelaria: Estudio de caso en el Centro de Cumplimiento Penitenciario Colina II

This paper describes and analyzes interpersonal violence in the Colina II Prison Center, one of the most violent prisons in the country, based on the experiences of both inmates and staff. Prison violence is worth studying because what happens behind bars is much more interconnected than it seems in a way where violence filters from both inside prison space to the neighborhoods and vice versa (Coyle, 2022). The methodology used corresponds to a case study where a qualitative approach was used, through individual interviews (4) and focus groups with inmates and officials (2 focus groups and a total of 13 participants). The Grounded Theory (TF) methodology was used to analyze the experiences of the inmates and staff members. From these experiences arises the shared need to intervene in interpersonal violence, recovering the legitimacy of the prison management actions and improving prison governance.

La construcción social de la seguridad democrática

En la búsqueda de conocer los factores materiales, sociales y culturales que inciden en una democratización en la gestión en seguridad nos proponemos aproximarnos a dilucidar la génesis, objetivos y materialización de uno de los programas de seguridad más significativo como expresión del intento de instalar una política democrática alternativa: el Programa Integral de Protección Ciudadana (PIPC) instalado en la ciudad de Mar del Plata, Argentina durante el periodo 2013-2015. Específicamente, en el caso del presente artículo, nos preguntamos: ¿cuáles son las condiciones sociales y culturales de origen del PIPC?; ¿cuáles fueron las medidas implementadas y cómo se diferencian con gestiones municipales anteriores? ¿Qué expresan las subjetividades que lo sustentan respecto a la intencionalidad y objetivos del del PIPC?

Weak presidents and present women ministers

Gender representation in presidential cabinets has been little explored from a comparative perspective that includes a broad set of countries over an extended period. In the last 20 years, a significant number of governments that formed parity cabinets have coexisted in Latin America, along with others with little or no gender representation. This work intends to investigate the determining factors that lead presidents to form more representative cabinets in terms of gender. To answer this question, a statistical study is carried out that observes the expanded inaugural cabinets of 18 Latin American countries from 1999 to 2019. A gender participation index is also applied that considers not only the number of women, but also the gender and relevance of the portfolios to which they have been designated. It is found that presidents with less legislative support select opening strategies, in which they designate more women to broaden their political support and send signals to broad sectors of the electorate.

Una mirada multinivel sobre el ministerio de desarrollo social en la Provincia de Buenos Aires y la República de Argentina (2015-2019)

El artículo pretende reconstruir la construcción pública de la cuestión social en los Ministerios de Desarrollo Social de la Provincia de Buenos Aires y la República Argentina durante 2015-2019. Para ello, se utiliza la perspectiva multinivel en clave relacional y se sirve del análisis del discurso sociológico–lingüístico, situándose en una “programa de investigación weberiano”.

Se busca relacionar cada nivel de gestión gubernamental, reconstruyendo las continuidades y discontinuidades que se dieron en el ámbito discursivo, tomando como eje de análisis la construcción pública de la cuestión social a partir de la propia óptica de los actores. Desde tal abordaje, se llegó a la conclusión de que el nivel nacional tematizó la cuestión social como pobreza mientras que el nivel provincial la territorializó en el conurbano bonaerense.

el CHILE: MUNICIPAL ALLOCATION OF RESOURCES OF THE NATIONAL FUND FOR REGIONAL DEVELOPMENT AND THE DIRECT ELECTION OF THE REGIONAL COUNCILLORS

The objective of this research is to investigate the communal allocation criteria of the National Fund for Regional Development. Additionally, it is expected to investigate possible effects that the electoral reform of 2013 had on the allocation of public resources. For reach this objective, the resources transferred to the country's communes between 2011 and 2018 are analysed, according to socioeconomic, geographic and political variables. Among the main findings of this research is that the allocation of resources has followed mainly socioeconomic criteria, well above political factors. Even so, the main biases in the allocation are found in an overproportion of resources delivered to regional and provincial capital communes, in communes headed by mayors politically aligned with majorities in regional and national governments, and towards those communes in which there are no Regional Councillors who register an electoral domicile in their territories.

Efectos multinivel de los conflictos socioterritoriales en la política hídrica: Una década de crisis en el Aconcagua

The scenario of a decade of water crisis in Chile has led to socio-territorial conflicts that have been prolonged over time and have required responses from different levels of government. This article analyses the conditioning factors and characteristics of the multilevel governance dynamics that arise from these conflicts, through the case of water scarcity in the Aconcagua basin between 2010-2019. Among the results, it shows a fragmented period in the types of response and interaction between levels of government and claimants, where governance dynamics are observed through successive "territorial working boards" of multiple actors and the articulation of multilevel networks of claimants, but which are limited by the water institutional framework, the low capacities of subnational governments and asymmetries in access to public benefits.
